Jeff D. Leavins, P.E.
President
Jeff Leavins is President of Leavins Engineering & Design, LLC. He holds a B.S. in Civil Engineering from Lamar University and is a Registered Professional Engineer in the State of Texas, State of Louisiana, and State of North Carolina. Mr. Leavins has over 18 years of civil engineering experience. Mr. Leavins’ experience includes water distribution systems, surface water treatment plants, water supply wells, sanitary sewer rehabilitation projects, new collection system construction, sanitary sewer lift stations, wastewater treatment plants, elevated and ground storage tanks, potable water wells, and water system distribution system studies.

Stephen West
Senior Project Manager
Stephen West has over 16 years of civil engineering and project management experience with a primary emphasis on streets and drainage, land developments and site designs. Mr. West additionally has experience in surveying and heavy civil construction management. Mr. West has worked on various types of projects Texas including large scale residential developments, TxDot right-of-way acquisitions, highway design and construction, drainage channel improvements and wastewater systems. Mr. West has worked in both the design and construction industries on numerous multi-million-dollar projects. He is fluent in various computer aided design programs including AutoCAD, Carlson, HEC-RAS, WinStorm and Bentley. His responsibilities include project management, liaison between owner and contractors, monitoring inspection and design operations, managing financial aspects of contracts, overall project safety planning, project design, preparation of cost estimates, construction plan development and construction contract documents preparation.

Zach Rowe
Senior Project Manager
Zach Rowe has over 9 years of civil engineering design, land surveying, and construction management experience. Mr. Rowe’s various civil engineering projects have included sanitary sewer collection system design / analysis, sanitary sewer lift station design, and water distribution design / analysis. Mr. Rowe’s experience also includes concrete and HMAC pavement design, and drainage improvement design / analysis. He is fluent in various computer aided design programs including AutoCAD, Carlson, HEC-RAS, WinStorm and Bentley. His responsibilities include project management, coordination with field crews and utility companies, layout and design, cost estimates, preparation of maps, construction plans, and construction contract documents.
